This is the New Realm Compliance Brief, Volume One, Edition Forty-Five, for Sunday, September Twenty-Seventh.
Our top story: a distribution fight in Denver. Constellation Brands notified Coors Distributing Company, the Molson Coors-owned wholesaler in Denver, on September eleventh that it intends to end their distribution relationship within thirty days, and Mark Anthony Brands, the maker of White Claw, is moving its portfolio to a Reyes Beverage Group subsidiary in the same market. Brewbound reported Friday that Coors Distributing plans to fight both terminations. How Colorado's distribution-agreement protections apply here will be watched closely by wholesalers in every state, and Denver retail accounts could see supplier service transitions as soon as October.
In Washington, Senator Tim Scott of South Carolina filed an amendment to the college sports bill that would bar student athletes from name, image and likeness agreements promoting alcoholic beverages, marijuana, gambling, and tobacco or nicotine products, a channel some beverage brands have used for marketing.
Around the states: Massachusetts Governor Maura Healey filed a supplemental budget bill that would let military veterans get a state medical cannabis card using V-A documentation of a qualifying condition, with their purchases exempt from state sales, excise and municipal taxes. And in California, Governor Newsom signed Braun's Law and a package of bills adding penalties and longer license revocations for repeat impaired-driving offenders.
On the radar: the presidential order excluding most Canadian packaged beer, wine and spirits from U.S. importation takes effect Tuesday, September twenty-ninth, at twelve-oh-one A-M Eastern. Virginia's cannabis authority is expected to open preliminary feedback on its draft retail rules in late October. Missouri's hemp T-H-C restrictions take effect November twelfth, and the federal hemp redefinition follows on December eleventh.
